Pakistan and Türkiye, two countries with established defense industries, are set to join Qatar and Indonesia in a four-country initiative aimed at expanding cooperation in defense manufacturing, technology development and research.
A memorandum of understanding (MoU) among the four countries is expected to be signed in Doha on Wednesday, according to officials. The proposed framework is intended to promote technology sharing, specialized training, joint projects and research and development, while helping participants strengthen domestic production capabilities and reduce reliance on external suppliers.
Pakistan and Türkiye are also partners with Saudi Arabia in the Makkah Alliance for Defense, a separate trilateral defense arrangement.
Their participation in the new initiative brings together two countries with established military-industrial capabilities: Pakistan is a nuclear-armed state, while Türkiye is a NATO member with a diversified defense manufacturing sector.

The proposed agreement reflects a broader effort among participating countries to develop indigenous technologies, expand local manufacturing and build expertise through international cooperation. Its practical scope, however, will depend on the terms agreed by the four governments and the projects subsequently developed under the framework.
Qatar seeks to make the initiative complement efforts to strengthen its domestic defense industry and expand its industrial and technological capabilities. Cooperation with Türkiye, Pakistan and Indonesia could create opportunities for technical exchanges, training and potential partnerships in defense production.
Türkiye has developed capabilities in areas including unmanned aerial vehicles (UAVs), naval systems and other military technologies. Its experience in designing and manufacturing defense equipment could provide a basis for cooperation with partners seeking to expand their own industrial capabilities.

Pakistan also has an established defense production base, spanning military aircraft, naval vessels, armored vehicles and other equipment. The proposed framework could create opportunities for technical exchanges, joint research and industrial partnerships, subject to the arrangements agreed by the participating governments and companies.
Indonesia, meanwhile, has pursued military modernization alongside efforts to strengthen its domestic defense industry. Participation could offer further opportunities for technical training, research cooperation and discussions on potential joint production.
The initiative would build on existing defense ties among the participating countries. Türkiye and Qatar have cooperated on military procurement, including the delivery of Bayraktar TB2 UAVs to Qatar. Pakistan and Indonesia have also pursued international defense partnerships in support of their respective military and industrial objectives.
