Amnesty International has alleged that India continued exporting weapons, ammunition and military components to Israel despite what the organization describes as the “ongoing genocide” against Palestinians in Gaza, raising concerns that such transfers could risk complicity in violations of international law.
In a report titled Made in India: The Supply of Weapons and Ammunition to Israel, released on Thursday, Amnesty said it analyzed shipment-level trade data and identified at least 2,596 consignments of weapons, ammunition, parts and military components exported from India to Israel between October 7, 2023, and November 30, 2025.
According to the report, the shipments included components for small arms, explosive ordnance, artillery shell casings, drone warheads and military vehicle parts supplied to Israeli defense companies that the organization says are direct suppliers to the Israeli military.

Amnesty stated that it excluded shipments that may have been intended for civilian use or anti-missile defense systems.
The human rights organization alleged that some Indian state-owned enterprises and private companies were involved in the supply chain, identifying firms including Munitions India Limited, PLR Systems Private Limited, Indo MIM Private Limited, Kalyani Systems Private Limited and Alpha Elsec Defence & Aerospace Systems Private Limited.
Secretary General of the organization Agnès Callamard said the findings indicate that India has continued to strengthen its defense partnership with Israel despite the humanitarian situation in Gaza.
She urged the Indian government to halt exports of weapons, ammunition and related components to Israel and ensure that companies under its jurisdiction do not contribute to violations of international law.
The report also argues that India’s arms export framework lacks explicit human rights due diligence requirements and sufficient transparency in export approvals.
Amnesty International reiterated its call for India to accede to the Arms Trade Treaty and align its export controls with international legal standards.
According to the report, Amnesty International wrote to the Government of India and nine companies named in the investigation during June and July 2026, outlining its findings. The organization said it had not received any responses by the time the report was published.
Amnesty International has called for a comprehensive arms embargo on Israel, covering the direct and indirect supply of arms, military equipment and related components, until companies can demonstrate they are not contributing to violations of international law.
There was no immediate response from the Government of India or the Israeli government to Amnesty International’s report. Amnesty said it had shared its findings with New Delhi and the companies named in the report before publication but had not received a response.
